GRDA proposes dock and marina rebuild processes to FERC

-- Following
the early February snowstorms that caused extensive damage to docks and marinas
around Grand Lake, the Grand River Dam Authority continues in its efforts in
working with the public on restoration.
Recent
conversations with Federal Energy Regulatory Commission (FERC) staff centered
around GRDA’s approach to deal with reconstruction activities of FERC-permitted
marinas following Oklahoma’s most severe snow and ice storm on record.
According to
GRDA Ecosystems Management Director Dr. Darrell Townsend, GRDA certainly
acknowledges "a need for flexibility and an expedited process allowing
marinas to rebuild in a timely manner to quickly resume “normal” business
practices during these difficult economic times."
In effort to
meet those needs, GRDA staff proposed expedited processes to FERC which would
have given marinas more flexibility with rebuilding. In response,
however, FERC staff has directed GRDA to file for commission approval and
provide a new drawing on any changes to the size or configuration of a proposed
marina, together with a cover letter describing the proposed changes from the
original FERC order authorizing the marira.
FERC staff stated
it would review these requests on an expedited schedule. If the size of the
marina increases, FERC has directed GRDA to consult with various resource
agencies including (but not limited to) the United States Fish & Wildlife
Service, the Oklahoma Department of Wildlife Conservation, the Oklahoma
Department of Environmental Quality, and the Oklahoma Water Resources Board and
file a new application outlining the changes for review by FERC. FERC must
approve the changes before the modifications can be built.
